Rick shot the big guy from Philly 2 times, because the first shot was through the chest. There are rumors, that the CDC scientist at the end of season 1 whispered to Rick that they are all infected, and will turn to zombies when they die, whether killed by a walker or not. So he shot the second guy again in the head for fear of the guy standing up again as a walker. Rick even waited with the gun pointing at him for a few seconds.
If you look closely, you can see that Rick shot the guy once in the right shoulder and once in the stomach before finally shooting him in the head.
Well, my point stands. He shot him in the head, after the guy was dead. But like I said, it's just a rumor.
