I don't think they expected it to be that hard for Olivia to remember, at first. That's why it was just sort of an "interrogate and kill" order, but now that they know it's gonna be a little more difficult a different approach is needed. Perhaps another trip to the tank is in order?
They probably won't put Olivia in the tank for awhile, given all she has been through lately. Mentally and physically she wouldn't be up to it. But yeah, they probably thought it would be easier to get the information than it has been.
I also got the feeling that Walter and Olivia were connected in a different way than just the experiments, like he really was her father or something like that. Crazy! It was like watching an episode out of the first season of The X-Files.

Hopefully they don't go that route of Walter/Peter being related to Olivia, and find another way to connect them in a believable and interesting way.
